new version of the logical pathname patch (0119.3)

This new version fixes a few problems found by beta testers, the most
important of which is that logical namestrings are now recognized by
the common lisp functions that take logical pathnames (ie, OPEN).

The patch is located on ftp.uu.net in the file
    /vendor/franz/patches/4.1/acl/sparc/p/patch0119.3.p
and users unfamiliar with the patch directory setup should read the
README file in /vendor/franz/patches/.  You'll need to build a lisp
image with this patch in it rather than loading the patch explicitly.
