Whenever I compile something with C-T-C, things that used to be
special are likely to become unspecial.
Try loading in all of RMS;FED,
Eval Region on the (SPECIAL ...) at the front
(not including the EVAL-WHEN that surrounds it),
then compile FED-CREATE-TVOB,
then compile almost anything else.
You will get BARF declared specials on lots of things.
