Tabs and I-Search

After starting EMACS on MIT-XX (EMACS version 163, TECO 1209), with the
following EMACS.VARS file:

Auto Fill Mode: 1
Auto Save Default: 1
Bottom DisplayMargin: 5
Display Mode Line Inverse: 1
Fill Column: 79
Save All Buffers: 1

I type 

A C-B TAB TAB TAB TAB TAB TAB TAB TAB TAB TAB TAB TAB C-A C-D C-D C-D C-D 
      (12 of them)                                        (four or more)
and I find I'm in I-Search mode.
