Word Abbrev Mode stuck on

It seems that after I edit a PCL file, Word Ab mode stays
on even after I switch buffers, and I have to manually turn it off.
Is that what was intended?  Seems like it should be for that buffer
only, although I don't really like the mode because it arbitrarily
uppercases all the keywords.

Please let me know how to work around this if I must.
