Why aren't all the keyboard macro commands loaded?

     I have encountered a problem in using emacs on both MC and XX.
Apparently the kbdmac library is not being loaded automatically.
Strangely, an apropros shows only a command about executing macros in
q-registers and the begin keyboard macro command, and in fact other
macro commands don't work.  I shouldn't have to load the kbdmac
library myself in order to get the others should I?
