fortran lossage

  The fortran modes cause great lossage if you really want to edit
fortran for a dec machine where tabs do reasonable things.  Thus,
I wanted to turn it off.  Easily done, and I can fix the comment
to allow 'same line' comments (like a real language).

  Guess again.

  When I include the following local modes, M-; is still inserting
a line starting with a "C".

	c  Local Modes:
	c  Mode: Fundamental
	c  Comment Begin:"!"
	c  Comment Column:40
	c  Comment Start:"!"
	c  End:

They are being seen, since the mode is recognized as Fundamental.
