The "* <pgm>" convention

Because of problems such as the one GLS mentioned with "* <pgm>",
MACSYMA opted for ".ALL. <pgm>" instead. I think that using "*"
here is much more trouble than it is worth. (Witness some of the
problems LISP has had with it e.g. wrt OPEN.) I think that the
semantics of "*" and "all" are really different, they are really
different kinds of wildcards and two different conventions should
be used.
