It would be nice for the purposes of constructing A-Lists to have the
backquote macro expand
`(FROB1 ,@ FROB2) go to (CONS 'FROB1 FROB2)
instead of (APPEND (NCONS FROB1) FROB2) which will die. Indeed maybe
`(FROB1 FROB2 ... FROBN-1 ,@ FROBN) should expand into cons's since they
are well defined in meaning even for atoms.
