GRINDEF and "grind init" files

EOPEN is merely a pseudonym for OPEN (except on the SAIL system,
where it hacs the double-starting-point files of the Stanfrob
system).  The reason why there is an ERRSET around an OPEN,
rather than the logical PROBEF, is that PROBEF was never hacked
to take the NODEFAULT option.  Another reason is that the change
to the init file scheme was unwise in choosing the name "*" as
the first file name for anything.
