    How come
    (DEFUN EXPR LEXPR X) 'works' - ie, doesn't err out, but
    (DEFUN LEXPR EXPR X) doesn't... 

    I should think they're both errors since the first two frobs can come
    in either order...

The name and the flag cannot come in either order.  This is a fairly old change.
