On Tops20, in versions 1983 and 2022, (sleep x) where x is between
0 and 1 acts like (sleep 0). I.e. it doesn't seem to sleep at all.
Wasn't this fixed? It was reported long ago. . .
I never worked on this one before, but I've just fixed it in the
source now. Will re-assemble for TOPS-20 later today, and hopefully
be able to install a Twenex lisp shortly.
