Well, it seems to me that the problem is that ITS has a split
personality wrt characters: it can't make up its mind as to
what code 003 means, so how can LISP? Well, maybe MacLISP
should adopt an internal 9-bit standard (SIGH! shades of SAIL)
and declare codes 0-37 to be SAIL graphics after all
(except format effectors). But that sounds like a lot of work.
