LISP is looking at TC%CLR and using that to set %TOERS
in one of its internal capability words. It does not appear to
be looking at TC%SCL for that. . . .
Are you suggesting that this is buggy. I think maybe it is, only in
that LISP might try to rubout on a terminal where it can't (the
TC%SCL bit implies the TC%CLR bit so it would never miss an
opportunity)
