Yes, the current definition of FLACT is more like STRINGLENGTH -
this permits very fast computation, but at the expense of special
checking for weird characters. Strictly speaking, we'd have to have
a system call, or some closer cooperation with the ITS ascii output
routines, in order to be accurate there.
