Desired change consistent with mergeing the PURE = T and PURE = <fixnum>
options.  First arg is one of three things:
  1) NIL meaning setup phase when LAP is being loaded
  2) T maining setup phase when a function is about to be LAPped
  3) #<number>  meaning try to purclobber this location, by making an entry
     on the current uuolink page and doing a XCT on it (or using existing 
     entry if one already exists).
The second arg will always be the current value of PURE, but it actually
irrelevant now.
