The world was just cheated, because a suspend with second arg
clobbered the existing SYS;CL.DMP 786 before it successfully dumped out
the new one. And of course the dump failed due to lack of dsk space.

This bug has been fixed in the source. A temporary file is used and
a RENMWO is done.
