Proposal for changes needed to impliment winning purification regime:
A) Add explicit PURE sy2 conser and IMPUre SY2 conser
B) PURCOPY of a symbol shouuld also purify SY2
C) COPSYSYMBOL ignores *PURE
D) Since SY2 is now being copied, don't set CCN or OTC; the depurifier should
set these bits when SY2 is written into.
