New autoloadables?

We would like to see the following functions be autoloadable, from
the MLMAC file, with SUBR properties in general, and MACRO properties
in addition when loaded into a COMPLR:
  FIXNUMP, FLONUMP, EVENP, LISTP, LOGAND, LOGIOR, LOGXOR, LOGNOT
Also, what would people think of having the following macros be
autoloadable (i.e., would they conflict with your own macros/funs)?
   WHEN, UNLESS, DOLIST, DOTIMES
