The way arrays are (mis-)handled in LISP is annoying. In particular, it
would be nice to be able to pass arrays to functions in a simple manner.

Just one. LISP has been treating arrays as first class citizens since
LISP 810, of April 1974! See LISP;LISP NEWS for full details, in particular
ARRAYCALL.
This goes beyond even out-of-dateness of documentation, this is ANCIENT
documentation. ARRAYCALL didn't even make into the update to the manual of
1975!
