After setting up the # char, #X12 and #O12 both say that
X (or O) is an unknown dispatch char. Documentation says I should get
hex/octal read.
Fixed, except #X doesn't work in MACLISP unless you follow the X with a +.
I.e. #XA will give an error, but #X+A will give 16.
