Ordering of Initial symbols

RWK and I have discovered the need to enforce a certain order in the
symbol-headers of all carcdr properties;  since there are about 7
such groupings of symbols with multiple ordering constraints, I've
added commentary beginning with a line
;;; NOTE WELL! the symbol headers for
which tries, for each grouping, to explain the required ordering,
the other dependencies, and the reasons therefor.  This is in
the source file  L;STRUCT > (and of course, in the unified source).
