In system 32.2, with microcode 674, on LISP Machine Nine:

Getting a qsend while in Telnet, or otherwise causing a KBD-SNARF-INPUT,
gets an error with SUPDUP:ECHO-FLAG unbound because the io-buffer input
function (the :translate-char method) references this variable free
but can get called in a random process.
