Shift lock key

In system 32 there will be a variable, SI:SHIFT-LOCK-XORS, whose default
value will be NIL. If you LOGIN-SETQ this to T, holding down both shift
and shift lock will give you the same alphabetic case as holding down
neither (i.e. the keys will OR exclusively rather than inclusively.)
Also the roman numeral keys will only be usurped for the mouse buttons if
"mode lock" (located just below them) is latched down.
