    Why doesn't defvar take 3 arguments, 1) the variable name. 2) initial value, and
    3) a documentation string? It seems that the current definition only wants 2.

Because rather than put in a half-baked scheme like that we are not doing
anything until we come up with a more general system for keeping track
of such things.
