Quux never satisfied with DRIBBLE

In system 27.7, with microcode 663, on LISP Machine Nine:

DRIBBLE ought to take an extra argument saying whether interactions with the
error handler and QUERY-IO should be dribbled or not.  I have uses for
both cases, so it needs to be a switch.
