I can't see any evidence in the code that this ever worked.  For now,
you can put a -*- Ibase:8 -*-.  That is, of course, the wrong thing,
but it will work.  I have made a fix in the source to cause "base:"
in the -*- line to work.  However, the whole way this feature works
now is wrong, and I think I'm going to do it over right the next
time I am on a Lisp machine.
