ZWEI offers to create missing packages so that you can LOOK AT files
whose package declarations you haven't loaded. Actually compiling
something without loading its correct package declaration is a good
way to lose, unless the package declaration is completely trivial.
For example, it would not be a good idea to do this for Macsyma.
So I don't think this should be done for qc-file, as it would just
make it easier to have an obscure bug without adding significant convenience.
