No tag for sys:command-level

    In System 78.44, ZMail 38.5, microcode 848, 60Hz, on Lisp Machine One:

    I tried to get out of WORM with Abort.

    It got an error no tag for si:command-level,
    in KBD-INTERCEPT-CHARACTER, called from a funny locative,
    which was at the top of the stack....
This is fixed in the source.
