System 2 L

One thing about which I've complained in the past is that "Terminal" and
"System" key commands don't take the same argument syntax. (One says
System c-L to make a new lisp listener.) If a numeric argument syntax
is defined for system keys, I am in favor of System 0 L creating a new
lisp listener, and flushing System c-L. System 1 L would be the same as
System L, etc.
At any rate, I have wanted System 2 L in the past also, and am in favor
of the change.
