Set fill column in Buffer (Bug), Mode (Text), or Globally?

In ZWEI in Release 5.0 [GC'd Beta Test rev 2], on Lisp Machine Keith Moon (3600):

When I use C-X F in ZMACS to set the fill column, I get asked this
silly question about WHERE I want it set.  If I understand what it is
asking, I like the functionality.  But now you have changed the
well-known command into something whose behaviour is different and
just a little too intrusive.  It takes a third keystroke which I have
not been conditioned to provide.  This is an incompatible change to
the EMACS command set which all the users are used to.
I am not all sure how you fix this.
