	In zwei in Release 5.0 [GC'd Beta Test rev 2], on Lisp Machine Janis Joplin (3600):

	I did M-X set package and typed "foo" to the prompt What Package?.  It
	accepted the name as a lowercase string and created the package "foo".
	It should have created a package named "FOO".

    Fixed in the source (ZWEI:READ-PACKAGE-FROM-MINI-BUFFER).  Should this be patched?

I think so.  Consistency is a virtue.
