Right: nobody uses Provide and Require in portable code. Some people
figure out what they do in a particualr implementation and use them for
code on that system only. A total re-thinking is in order, probably as
a part of or after the cleanup of issues related to compilation
environment and how it affects the Lisp that called for the compilation.
