If we were doing a new language from scratch, I think that both
EVAL-WHEN and the lambda-list format would be done very differently from
the way they were done in Common Lisp, causing this whole issue to
disappear. As it is, I think that it would be a big mistake to totally
change the look of the language and the syntax used by practically
*every* Common Lisp program in existence just to achieve the modest
cosmetic benefits you cite.
