 and Dan Pierson.

X3J13 meeting:

 RWK: Existing propsoal maximizes incompatibilty
      [Barmar pointed out that this proposal doesn't force implementors
       to change -- it just points out what's portable. KMP agrees but
       doesn't know for sure if RWK bought this argument. In any case,
       the point should be clarified to avoid further discussion.]
