Cleanup meeting:

 Deferred for everyone to have time to study it more.

X3J13 meeting:

 RWK: Proposal is not readable.
      for example, but not exclusively, there's a phrase
      "when the value is returned" which is used where it isn't clear
      which of several times might be being referred to (before, during,
      or after).

 Sandra: Couldn't read the problem description.

 Barmar: Supports this proposal.

 Considerable concern among numerous people about relation of this to
 UNWIND-PROTECT-NON-LOCAL-EXIT and why the proposal accompanying that
 has no relation to the proposal accompanying this.
