X3J13 meeting:

 Masinter: Another motivation is that once LISP-SYMBOL-REDEFINITION passes,
	   people won't be able to write a LAMBDA macro portably.

 RWK: Issue should say why a special form was ultimately not proposed.

 RG: With this proposal, will LAMBDA be a flag, form, macro, ...? The issue
     adds confusion on this point, complicating the language where it was
     once simple.
