Several others have already expressed my sentiments towards this proposal --
that it would have been a nice idea five years ago, but is a gratuitous
incompatibility now. "Gratuitous", because lots of uses will have to
worry about whether or not their code needs to be massaged, and the
_payback_ to them will be insignificant.
It would certainly be acceptable to "deprecate" the use of any ...-IF-NOT
function, and of the :TEST-NOT keyword argument; this ought to be an
editorial discretion, rather than requireing lots of cl-cleanup time.
