Note on mailing to members of cl-cleanup

Please notice when you read issue writeups whether they were sent to X3J13
or to cl-cleanup. I'm only mailing out to X3J13 the ones for which there
were no comments on the last version, or, in a few cases, the changes
requested were agreed to, cosmetic, and several weeks have elapsed, and I
felt that the changes were non-controversial.

If I send it to cl-cleanup@sail.stanford.edu, I hope you can read thru the
draft within the next week before I start pass 3. I'll announce when I
start pass 3 through the issues, but hope you will let me know if you need
more time.
