Paragraph 2 of the Proposal section says:
" ... FBOUNDP will be false for all external symbols of the LISP package
except those documented to be functions or macros; ... "
What about special-forms? From CLtL, page 90-91, the definition of FBOUNDP
says:
"Note that FBOUNDP is true when the symbol names a special form or macro."
