Issue: CONDITION-RESTARTS

My notes say this wasn't ready for a vote.
 GZ wants us to flush COPY-CONDITION, which we're already planning to do.
 IIM wants a :TEST keyword for restarts to allow them to selectively apply.
 Loosemore wants not to forbid resignalling or any new version should relate
 itself to item 3 of COMPILER-DIAGNOSTICS, which discusses resignalling.
Deferred to next meeting.
