My notes say...

 Gregor says "the cartel" thinks CLOS is unaffected by this proposal.

 In a straw poll, we checked which option people favor.
   11 DYNAMIC
    7 `not DYNAMIC'
 It later became clear that some people thought DYNAMIC-WITH-COPIER
 was in the `not DYNAMIC' set.

 In spite of the confusion, option DYNAMIC passed 15-1.

 A motion to replace option DYNAMIC with option DYNAMIC-WITH-COPIER
 failed 1-12.
