Could we actually support a new cleanup issue based on the fact that
Guy Steele's "Clarifications" has already been around for n years? If
so, the minimal thing would be to support it just as Steele had it.
I really don't see why CLtL p67 is inconsistent about the multiplicities
of doc-string and declaration; but it's probably too late to change that
now.
