OK, that's what I wanted clarified: given a 5 to 10 week latency, how
much pipelining you think is sustainable.
KMP seemed to be complaing specifically about the pace, though he has
complained since then about my dictatorial attitude and oppressive
rules. Yes, if Shapiro and Anderson have good suggestions on how to
minimize misunderstandings in netmail, I would very much like to read
this. If you could send me a copy, that would be appreciated. (CS

I have now reluctantly reached the conclusion that the current system
for deciding things is a total failure, and it cannot be fixed by minor
tuning. I will be sending a more comprehensive message to the technical
committee later on tonight suggesting some possible alternatives.
