  CLIM:DRAW-VERTICAL-STRING will at least get you part way to having a
  reasonably labelled vertical axis.
  
Well, that was a big disappointment.  I drew a graph whose y-axis was "PSI"
and I got:

    I
    S
    P

It rotated the baseline +90 degrees rather than -90 degrees.  And
more importantly, the characters were not rotated.
