The README in /pub/lisp/clisp/ says it. Also look at the date of the archive
files:
               Jan 28 1994  source/clispsrc.tar.gz
               Jan  1 1995  source-haible/clispsrc.tar.z

Btw, "source-haible/" is a misnomer since so many people have contributed
to it.
