Solution: clisp equivalent of sleep

Thanks to David Gadbois, Marcus Daniels, and Bruno Haible, who all
suggested using SLEEP.  Don't know what I was thinking when I couldn't
find it.

It works well enough for me, although, I'm sure Marcus Daniels'
suggestion to use select() via the FFI would be better, if I knew how to
use select() at all!
