Re: PCL on TI Explorers

I noticed the same thing, but used the Symbolics version in 3600-LOW
and replaced "si:define-function-spec-handler" with
"defun (:property method sys:function-spec-handler)".
At some point I had to add a case for SYS:DWIMIFY, which just returns
the original spec.

Someday I'll patch up ZMACS to handle PCL, too.
