Richard Harris' speed up's for PCL under KCL

I got the following results before and after Richard Harris' hacks to
speed up PCL under KCL.

Before  20 cars    28.650
After               1.883


Before 50 cars     90.617
After               7.540



These times were for a Sun 3/60. I found it
interesting that compared to allegro, xkcl was faster with 20 cars, but
slower with 50 cars.  ERNIE is still faster, but the gap is now much
smaller than it was at first.

I think  this is great, but please don't stop here concerning efficiency.
