New conditionalization scheme

Why flush the site names?  What advantage is there?
Just make your readtime conditionals for software and
hardware have different names, for example

   #+LMI-SOFTWARE		#+LMI-HARDWARE
   #+SYMBOLICS-SOFTWARE		#+SYMBOLICS-HARDWARE
   #+MIT-SOFTWARE		#+MIT-HARDWARE,

and both site and software-hardware initializations can
coexist in peace.
