pcl in macl

Hi. I would like to know:
  1) From where can I obtain the most recent version of pcl (Portable Common
     Loops), preferably via anonymous ftp?
  2) Must I change anything in order to get this version of pcl to work
     properly in MACL 1.3.1?
  3) Will this same version work properly on a TI Explorer?  
  4) How does this version of pcl differ from CLOS?

Any pointers would be appreciated.  Thanks!
